   An act relating to elections.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1099, Shelley.  Elections:  ballots.
   Existing law provides for the numbering of state measures that are
to be submitted to the voters, and the order in which these measures
shall appear on the ballot.
   This bill would provide that notwithstanding any other provision
of law, the Secretary of State shall designate SCA 11 to appear as
Proposition 1A on the ballot that is submitted to the voters at the
March 7, 2000, statewide primary election.
   This bill would provide that it is to take effect immediately as
an urgency statute.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Notwithstanding any other provision of law, the
Secretary of State shall designate Senate Constitutional Amendment 11
of the 1999-2000 Regular Session to appear as Proposition 1A on the
ballot that is submitted to the voters at the March 7, 2000,
statewide primary election.
  SEC. 2.  This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect.  The facts constituting the necessity are:
   In order to ensure that the duties of the Secretary of State to
designate Senate Constitutional Amendment 11 of the 1999-2000 Regular
Session on the March 7, 2000 statewide primary election ballot as
Proposition 1A are established at the earliest possible time, it is
necessary that this act take effect immediately.
